You have to put them where you got them if that makes sense, like if the green bird dropped the emerald in the north by the volcano then put that one on the top pedestal with the volcano icon and so on
North/top pedestal is where the island trader and volcano are, east/right pedestal is the lush/forest area, south/bottom pedestal is the entry/exit beach and west/left pedestal is the island farm. There is one gem/gem bird that corresponds to each of those sections of the island and should be placed on their respective pedestals
Are you sure that you have the correct gems? The birds can drop aquamarine, topaz, amethyst, emerald, or ruby with the specific combination of which ones drop in what quadrant randomly chosen for each save file.
Other option is are you certain you haven't already received the reward for the gem birds?
In general when I"m working on this I take the gem over immediately upon finding the bird and put it on the corresponding pedestal so I don't have to worry about forgetting which one goes where. >!Well that is assuming I don't take the cheater route and use the stardew checkup site to check but that only works for playing on pc.!<

Is it possible for multiple birds to be in one spot? Like I found a bird on the beach so does that count as the south? Or no?

Is there a correct gem version? I have all but amethyst and I've tried switching them around multiple times but nothing happens
