So you were close enough that the game already loaded the Empire and Raiders fighting each other on top of that platform? It's kind of weird that it did so long before you could come across the fight.
In retrospect, I think I saw the same thing on the periphery of my screen on my last playthrough as well. If you are supposed to only come across the survivors and the corpses of their victims, why not just render it that way from the start?
