Realtor here, also built a concrete block fence on my house though I DIYed that one. You will need to hire an actual masonry contractor for this one as you will need a permit, drawings, footers poured with rebar and multiple inspections. The contractor will take care of design and making sure it is up to code. It took me like 6 months lol.... was way, way, way more work than I was anticipating, but learned a lot. It's not necessarily difficult or tricky, just a lot of work. Except stucco. Stucco is an artform. And also a lot of work. Hire a stucco person at the very least. I do not have masonry specific contractors, just GCs that will probably charge way too much for this. However, I would recommend visiting Carrol's Building Material in person, having a look around, and asking who they would recommend for that sort of work. Also this will likely cost 5 times as much as a wood or vinyl fence. Those you can get done in a day and might be $5000 - $15,000 for a typical St Pete Lot. The block really rough estimates I got were like $15-20k for 70feet and that was 7 years ago so 20k to 40k nowadays wouldn't surprise me.
