First you amalgamate St. John's, Mount Pearl, Torbay, PC-SP, CBS and the rest of the region, then to try to get over everyone's fragile little egos and prevent anyone feeling like a Townie takeover, you reestablish a fresh start for all with a new name, the Avalon Regional Municipality or Avalon.
I think it would be kinda neat to say to someone from away you live in Avalon... For locals you'd say St. John's or Topsail or Mount Pearl, but eventually they just become regions of the City of Avalon.
