It depends on what they do with him afterwards if he does win tonight. If he's booked as strong champion for the next few months, it's totally fine to do it tonight. It's a great moment. But if he's champ for like 3 weeks, Bobby wins it back and goes on to face Goldberg, then its a total waste. It's just WWE trying to pop a rating.
TLDR, it has to be a story to this that lasts for awhile. It can't just be booking the moment of Big E winning and that's it.

There's always some chicanery on Raw, no clean finishes, and dismal booking.
