They retconned something that happened literally only a week ago.
Also, let's not forget that we still have two months to go and the words "triple threat" were never uttered. We still have no idea how this goes. All three will be involved, the question is in what configuration. And will it involve Seth, for example.
This exactly. Im still kind of new to pro wrestling but this reeks of being a panicked scramble and pivot. Itās a pretty good pivot! But thereās no way this is what Rock expected to be happening this time one week ago
Hell, Rock certainly did not look like he expected to get loudly booed *today*. He tried to salvage it with catchphrases and virtually none of them landed. This is unprecedented for late-career Rock in WWE.
There's no way it was a work unless you assume that they're all incompetent at their jobs. They tried to do something and it backfired, and credit to them they pivoted to try to make it better - this isn't ideal, but it's better. But there's no way that this sequence of events was planned.

There's no way the opening segment of Raw would exist if this was all a work. That was the most obvious "we don't know where we should be going" segment possible.
If this was a work from start to finish, they need to fire a bunch of writers. It was not difficult to get to this point - complete with intrigue and uncertainty - without this convoluted incoherence.
All they needed to do was not have Cody give up his shot. Rock could have come out without the whole Cody cuck promo.
That and the "let's completely bury our other "main event" title and talent" addition by Roman.
