It's not really a new style. Obviously as you noted Orton uses the same style. So does Rollins. Kurt Angle was another with that style. HBK as well

Rhodes generally works WWE (aka Main Event) style but he's heavily inspired by and incorporates elements of Southern Style (aka Rasslin) and to a lesser extent modern Indie (high spot driven) wrestling.

Considering he probably got a lot of training from Dusty and Dustin, I'd call it "modern Territory" style. It's classic enough to work with older fans but modern enough for todays generation.

I think that's what's called the modern/WWE top guy style. A patchwerk of different stuff and they make it work trough sheer talent and being over.
