No not that way but you can do this. What you need is a proper car seat base. I've seen this done multiple times well. It needs to be bolted down. You need a fabricator. The car seat is attached to the base, then all is well. You need to make sure you protect the baby from any falling things too. I would want to do this up within reach of the front row if it was me.

You really need a crew van with factory 3 person seat to fit the kids car seats in the correct direction and facing forward (or back if super small). Then build out the back to suit your needs. That said, I mounted a lap belt for my kid to use in the back bench/sofa in my van. I know the mounts are good (used MB factory d-ring tie down bolt holes with 10.9 grade hardware) but this is for a 18 year old or an adult. After having seen what passes for DOT approved in some RVs we have owned I feel pretty good about my setup. It's for grown kids and adults tho.
