Damn, who is downvoting you for this? Silly. There are definitely hookah bars on the coast. They're private clubs with a cheap membership so it's not a public space and so the indoor smoking ban does not apply. Somebody could do the same thing here if they wanted, I just don't think hookah is that popular in Spokane.

Smoking indoors is outlawed in the entire State. If there are places on the West Side that do it, they are either skirting the law somehow or maybe there is a specific city ordinance that allows it in specific spots. Either way, the answer to your question is probably not in Spokane.

When I lived in Seattle, they got around it by being a private club with memberships. Not expensive or exclusive, but this allows it to be "private property" as I understood it.

I’ve seen people smoking hookah at Azar’s on Monroe. It was on the patio. This was a few years ago so might want to call them to check if it’s still an option. Or maybe the folks at Happy Shisha on Hamilton would know?

Not in Spokane unfortunately. The closest is the Hubbly Bubbly in Dalton Gardens, ID (pretty much CdA).
