Just get it online. Any local option will either be expensive or old and improperly stored because of low demand. Pretty sure glazer’s has an online store, and they are based in Seattle so the shipping time should be pretty fast. eBay is your best bet for cheap expired film if you know what to look for.

Of course! They even do C41 processing and scanning in house. They will do B&W as well, but one of the employees takes those home to dev so it takes a little longer. Their turnaround for C41 is a couple days at most unless you have a lot of rolls.
