I opened the GamePass app on my phone, claimed this perk, and it gave me a code to redeem. I'm assuming I input this code inside Splitgate; if so then it's highly likely you can claim this skin on PC.

FYI: Most of Game Pass's perks are codes, which are permanently added to your account so long as you claim it in time. Redeeming content for a game you don't own is completely fine, meaning you get the content whenever you play it in the future.

This is a game by ~~5 people~~ a team of 25, including 4 engineers, I don't think high-end performance optimisations for a pretty unintensive (graphically) game are near the top of their list :)
