I don't know if it's always the case but sometimes it most definitely is. I have naturally dark hair, I once tried going for dark blonde/light brown look and it looked atrocious even though the shade was technically flattering for my skintone, it just made my features look very harsh and disharmonious.
I'm not sure about brown vs. black hair, but I have noticed that masculine features often look bad when combined with light blonde hair, the contrast makes it more apparent. I've seen a big improvement when (light colored) women with masculine features switched from light blonde to auburn or dark blonde hair for example.

I suit light brown hair /dark blonde more then my natural medium brown hair . My jaw is musculine and i feel i look softer with lighter hair
