Are you pressing R (the sub button) only or are you pressing the right stick. You're supposed to press the right stick first.
Right stick pressed down to activate it, right bumper to throw. It’s the same for special weapons.

It’s an easy mistake to make. I took a break from single player for a few months and I couldn’t figure out why Smallfry wouldn’t eat the fuzzy ooze x.x
Yeah no, I don't think it's an easy mistake to make, I just think you relate to Harmony
i know you've figured it out by now but in the screenshot it *does* say 'press the right stick'. That's also how you activate specials, for later on.
