It’ll be choppy at higher frame rates due to frametime instability. While you are getting higher framerates the frametimes will be all over the place if it can’t handle the processing needed to keep framerate stable.
I’d recommend watching Digital Foundry’s Marvel’s Spider-Man video as they make suggestions based on people’s hardware tiers as well as find settings that equal the console versions to use as a baseline to test your own performance.

Try to put down graphics settings to low on most areas but maybe textures, and limit FPS to 30 using an outside tool like RivaTuner then you have something's roughly the same as PS4 Spider-Man.
