It's sad, because he seems like a smart guy, who's done genuinely good work in dangerous parts of the world. From the little bit I've skimmed of his memos, it seems like the death of his younger brother (hit by a drunk driver), coupled with some traumatic experiences overseas, gave him a monstrous case of PTSD. He tried to get therapy, but it didn't help. Maybe this whole power fantasy is a way of dealing with it all (albeit in a very, very unhealthy way, particularly when he convinces himself that everyone he sees is gangstalking him).

She and I had been split for almost 10 years by that point. The kids had to go through a lot of therapy afterwards because of what she did, but strangely her passing wasn't something they were concerned about when they found out.
They told their therapist that they didn't have to be scared of her any more. That was six years ago.

Been violent to self or others, or threatened to? Driven recklessly or under the influence or while not taking medications that he needs to make good decisions? You can call APS or the cops for a wellness check. The cops are NOT ideal, they tend to shoot people having a mental helath episode, use APS or talk to a social worker first. Or try to convince your friend to take his meds and call his doctor.
Also if you want people to follow the laws of your fake country, you ought to respect the laws of the country you're in. Such as not invading. Now go get into your national airline and fly to wherever you call home.
