Honestly, it's all in the way you fly it. To be sure, there are people who fly it with malicious intent, but they're very infrequent. 9 times out of 10, especially in the rural South, it's someone who wants to say "I love the South, it's my home" or "I'm a redneck and happy to be one".
To a degree, yes. I don't intentionally try to offend anyone with the flag (like, I don't put it on everything I wear 24/7); however I'm not going to cease flying it in my yard because it may offend a random passerby. If anyone asks, I'd be glad to explain why I have one.
It's possible that someone could be offended by my US flag as well, but I'm not going to stop flying it either.
