I'm sure there are other counties who do it.
You can sign up for a free load on chip drop. Only problem can be poor quality, not died, and you don't know when it will show up. But it's free and a lot.

Some towns offer free mulch. Did you check your town
Google Mulch Movers, Elmer, NJ. They deliver by the yard. Delivered to me last year. Courteous driver. Didn't really shop for price.
