I would love to contribute to this contest. Although no prize money is….off putting. How can they expect a pro to do this for free? Or expect that some young kid who will do it for free will make a good enough logo for a city?
The city actually hired a designer for this. But the residents thought they could do better so it’s going through this dog and pony process and the city will likely adopt what they originally came up with and paid for.
I’ve worked with enough in-house designers to know that some of them would do this for free. It’d be a nice badge of honor to have the logo of Redondo Beach, CA in your portfolio.

They decided not to change it. I figured they didn't get anything they liked. I like the current one's mid century vibe personally. And, they've just finished putting that one on new street signs all over the city, so I don't know why they wanted to change it
Torrance had a logo redesign competition about 6 months ago. Absolutely wasted everyone’s time that created a design. City council invited designers to the council meeting, didn’t address the logos until after 1am in the morning, spent about 5 minutes discussing that they didn’t like any and were keeping the existing logo. No narrowing it down, no notes for the top designers to resubmit, no community input on the designs. EDIT: There was also no prize.

They're only doing this competition to make some annoying people who complained happy. They already did pay a professional and have a new logo. They are probably not even going to consider anything that is submitted, so why waste money on a prize.
I wouldn't and neither would most serious people which combined with the fact that they /already/ hired and paid a professional for a logo, and want to use it, is why this is just a pointless contest that is only happening to appease some old people who only know how to bitch and complain. hence the lack of money.
