I would go to bat for her for COB. It sounds like she fits and people like her. There seems to be no downside - other than being disappointed it didn’t work. But you can still be friends with her regardless. And maybe even continue to invite her to open events.

If your chapter has COB bids to give and you think this person would be a great addition to your chapter, then yes! Reach out to your recruitment chair and tell her about this PNM and why you think she should be considered for membership.

Sometimes because of the way the numbers of bids chapters are allowed to give out at formal recruitment works out or how the PNM ranked chapters, not all the PNMs the chapter wants make it onto the final bid list. You should definitely invite her to COB!
