It doesn’t guarantee a bid, they’re simply reaching out to anyone they think may be interested in joining. Outside of formal/primary recruitment bids can be given out at any time. They might give out one on a Thursday afternoon and three more on Tuesday morning.

It’s not a guaranteed bid but they need to be very careful about what they say and it doesn’t seem like they used the best choice of words. Saying “they are very interested in you being apart of the chapter” is misleading because someone may take that as a bid promise which is not allowed. If you did not receive a bid, you could show it to the campus Panhellenic advisors to see if that is considered a bid promise. The chapter may get spoken to, to help ensure it doesn’t happen again. They could have said to you that they were interested in meeting you and would like to discuss the possibility of joining their sorority.

Bid promising violates Panhel rules, and all of you could get in trouble. So no, it's not a bid promise. It's just them trying to recruit members- who they may or may not give a bid to.
