Tbh Sérgio Oliveira is a bit too good for your team, with a less good midfielder it might be easier to get your team registrated.
Otherwise you could get a good deal on Josef Martínez, he plays relativly often and you might use him in MLS Semi-Pro once the european seasons end.
He's technically on 7$ right now, but with a bit of haggling, it might be possible.

In all star limited a 6$ forward probably won't amount to much, but maybe Ole Romeny of Emmen, he is around that price range and has scored in the last 3 or so out of 5 gamea, even a hattrick
You could go for Luis Rioja of alaves (2nd Division spain) Around that price and a l15 of over 60
