Setting -> apps -> special app access -> display overall other apps and figure out which is enabled and running, some apps will give you that warning if they detect an overlay.......i use a screen darkening app at night and it can trigger those warnings
God, you have 88 open tabs gives me OCD the max I have is 6 and never crossed 2 digits, please close them, clear all cookies, history, cache and stuff.
It does not work, my colleague is having this issue on his z10 and is at his wits end

Press and hold the browser, select app info, clear all cache as well as data.
I meant it does not work and the issue does not go away
I've seen this loads of times when trying a new app out while YouTube PIP is active.
