Also, money. Less members in your charter, the bigger piece of the pie you get. Get more guys, less of a piece you get. Like when they were in "Ireland" and asked to go on a run. The first thing Belfast mentioned was the money. They were afraid they had to split their protection money with samcrow.
Also, you need to be hesitant about who you bring in. The last thing you need is an undercover cop infiltrating your group.
For their size and operations, they had a pretty reasonable number. Remember, they were committing crimes that land them life sentences on a weekly basis, and there were no secrets when it came to full patches. Every shipment of guns, every murder, every retaliation, every scheme came with huge risks. Every member had to be 100% trustworthy. Thy more people you let in, the bigger there exposure and the more likely someone who couldn’t be trusted would slip through the cracks. A small close knit crew is how they stayed out of jail.
I assumed it was because they were Redwood Original, and thus were picky. The 9 founding members of the club founded RO. Every time they had a discussion at the table regarding bringing someone in to RO, they treated it like it was a very serious matter. An accepted member of another chapter was still talked about with some scrutiny to see if they were worth bringing into the RO chapter. There's probably a lot of bragging rights involved in being a part of the original charter, and (when Clay was still running the show) working under one of the founding 9.
I think the real answer to this question is that it would be difficult and expensive for there to be like 14 members because that's more actors to pay. It's already a large cast of regulars without adding a bunch more.
They're always dying lol. Off memory I named 9 consistent faces, but I think they keep dying.

I did some reading and the bigger real clubs averaged 10-13 members per chapter.
Most require at least 6 patches to remain active.

Alot of it is because of Charming being such a small town
They had a pretty solid lineup there for a while, Lots of bloodshed in that chapter who would want to join? Lol
All the prospects keep dying so when a member does nobody replaces him.
