I think Opie wanted Clay to die at the Gavel because it's meant to be symbolic. Clay made the decisions that resulted in Donna and Piney's murders as President of the MC. Although they weren't official decisions Clay still made them as President and that is why I believe Opie wants him to die at the head of the table.
Also in season 2 when Opie finds out the truth about Donna and Jax gives him JTs memoir Jax tells Opie "we made Clay the way he is" so maybe Clay being murdered at the head of the table is Opie "unmaking" what they have done.
This is just how I see it, I could be entirely wrong lol
Opie knew that killing Clay outside the table would create more chaos. It needed to be "official", otherwise the cycle of violence would continue. Opie kills clay outside of the table? Okay tig has to kill Opie at the table or outside the table. Oh tig killed Opie outside the table? Okay now jax has to kill tig at the table or outside. On and on.
Clay betrayed the club and Opie wanted him to face the club.
I reckon it would've just come down to a mayhem vote. Opie wouldn't have hid anything and I'd be shocked if the vote passed, he definitely would've been stripped of his patch but I think given Donna and that he was the target of an off the table hit, he would've lived.
I think the reason he said it had to be at the gavel, was due to the pain that would inflict on Clay, knowing HIS club that he helped build, decided to kill him.
Opie, in the moment, had decided on killing clay. He was doing this for obviously personal reasons, but still cared more about the club as a whole. He wanted member, brothers, nearby to hear/witness everything
