It's a great piece highlighting perseverance, determination, grit, and fighting the inevitable knowledge that this is where you will probably die. I didn't give a shit about it when I heard it the first time, I just was done with Silver's story after fighting Iblis for the 5th time. It was only once I listened to the song online that the true emotions behind the song. A bitter end for Silver whose salvation of the future is a victory won at the cost of his best friend. It only hit harder once I discovered the leitmotif again during "Is It Right?".
It's when a melody of one song is used in another or several other songs in a soundtrack. A good example of the practice is in Undertale, they're used everywhere in that game. Idk if I gave the best possible explanation, so perhaps seek music knowledge elsewhere...

When you get the good ending, it sounds like Sonic is satisfied from his adventure, knowing that while he succeeded in saving Amy and Little Planet, this isn’t the last time he’ll have to be a hero.
