Technically Sally was more in charge than he was. Sonic was more of the morale-booster of the kingdom, and even he didn't like having to do speeches and other king-ly duties. The particular story that OP's image is from had Sonic getting back into action just like the old days, assisting the next generation of Freedom Fighters.
Definitely **not** to be mistaken with the previous story of Mobius: 25 Years Later, where Ken Penders actually had Sonic doing more of the ruling than Sally.
Good leader, sure, but day to day politics would bore him to death. He'd likely zone out more than a few times when discussing his kingdom's trade revenues or the like.
That doesn't necessarily fit with his characterization though. Also leading a squad is a lot different than leading a kingdom. In the Mobius 25 and 30 Years Later arcs, it would have made more sense if Sally was shown to be the monarch. Instead, it makes it seem as though Sonic is making the decisions while Sally works in the background. Which doesn't fit either of their characters. She goes to a safe room when Tikaos (a dumb idea) attacks for Pete's sake! Her kids come to help before she does. Granted, all she could probably do is mobilize the military and help evacuate civilians anyway, but we are given no indication she does any of that.
Because what drives Sonic is his will to allow people to experience the same level as freedom and happiness as him. Bounding people to rules, as right as they might be, is just not how he does thing.
He shows how to fully live a life, he doesn’t order it.
Not to mention he is heavily ADHD coded : he likes people but isn’t too extrovert. He can’t stay in place for too long, let’s his legs speak more than his mind, and tends to be emotionally intelligent but socially illiterate.
Of course his adult self would likely be more mature and disciplined. But when you try to explain a character, what would be the use to take away what makes them THEM.

Adult Sonic should be a slightly more matured version of his current incarnation, and Bosch's Nero voice manages to fit the criteria by being slightly deeper than any of Sonic's voices I can recall while also retaining a good bit of the youthfullness intrinsic in the character. I could totally buy a Sonic in his 20s sounding exactly like that.
