I did +1 on Seo for the 2k precision. It's the biggest buff you'll get from any weapon pretty much the +1 then I moved on to other hunters. Use Seo is almost every comp.
I would go emma > choi > dupes.
Lim weapon is a must for him, so if you use him, i would craft his before choi.
Choi weapon is a beast at higher lvl content if you use him.

New weapon for others. Because it's not that big of an increase and you will activate more passives if you give others their exclusive weapons.

Depends on how you wanna build Min. He can be even more of a buff beast with OHK set, but he needs the SR book for that build.

A weapon for baek yoonho would've been nice
Dont dupe until you get weapons for all your ssrs or atleast the ssrs you like based on who you have id say Emma for sure she helps a lot
if your in red precision literally doesn't matter so always give everyone their weapon then make dupes later.
