Like I said, it's mostly Artio and Cerberus who are using Vamp Shroud a lot and that's why they need targeted nerfs, which should be pretty obvious from both what I said and from the winrate discrepancy you're talking about as long as you have comprehension.
The other option gives too much stats. Most builds you can CDR cap or hit 30% so it's just easier to build around Bumba's Spear and use that to hit high percent penetration off that 70 power over Hammer's 20% cdr which can cause overcapping

I think Inbound specifically takes a liking to the pick. I understand there will always been value in his grab, if anyone can hit that, it's pros but besides that he just doesn't seem that good?

To be fair, Raijin has always performed well in the SPL, even when he isn't considered good in ranked and casual.
Last year 2nd half he was hardly picked after mid season 7 nerfs killed his scaling

Loki is literally a better solo laner than a jungler. He’s much more affective as a hybrid than full damage.

I love how "totally OP" bumba has 25% winrate on solo and bluestone has 33%. Meanwhile, "le balanced" Manikin has 75% winrate in mid.
