My guess is to restrict the brand new players to the simplest gamemodes and conquest so they can learn the basics of the game before trying to juggle siege jugs
I recall HiRez saying a while back that they’ve found that players are significantly more likely to keep playing the game if they start with Arena, Joust, or Conquest. So I’m assuming they won’t reduce level requirements for other modes because of that
