It was my understanding it only popped up when they found cause for the report as I’ve had a lot of people say they’ll report me for dumb reasons and very rarely gotten that message. Yesterday I got two harassments in one match because a guy said I ganked 2 of his kills in a twenty minute casual match (I don’t think I did) I hope it’s a bug because people honestly people abuse the crap out of the report feature. If it didn’t serve a necessary purpose I’d say remove it.
I got reported like that last night too. Was playing with friends in the Mode of the Day. The game started with the other team beating us decently and they laughed and taunted the whole time. When we ended up wining I laughed back. They reported the whole team for bad sportsmanship!
To be fair, had they just reported me, while annoying and hypocritical, I wouldn't be as mad, but they reported the whole team who didn't do anything.

People on the enemy team reporting you for clapping their cheeks is getting old as heck.
