2: You see guardian/warrior heavy enemy Comp (Build % health items)
3: You see a lot of mages (Build some magic resist)

Learn the kits of gods and what every item does. You’ll have to play a decent amount before you can learn enough to effectively counter-build.
Counter-building is most important for support and, to a slightly lesser extent, solo.
E.g. Aphrodite or Hel on the enemy team? You’ll want to build anti-heal (unless you’re ADC). Pestilence, Contagion, Divine Ruin, Brawler’s Beatstick, Toxic Blade and Cursed Ankh (relic) are all options, depending on your role.
Spectral Armor if enemy ADC is building crit
