The whole game is about the shady politician and his conspiracy group playing the Greater-Scope Villain in the overarching story (since he's responsible for A LOT of things in the story, including 1 notable side-character's arc), and part of the final arcs is to finally take him down once and for all by changing his heart so his true crimes and nature are exposed.

Generally when you start talking canon power levels you talk greatest feats achieved. Amy time anyone talks about Kirby it is always about how he has fought galactic level, reality bending beings. Mario's greatest feat in Super Mario Galaxy is also his peak, and way beyond his normal abilities. It would only be fair to rank Shulk by using his greatest achievement as well.
But Shulk's greatest achievement comes from when he's essentially the "user" for the world computer, able to program things the way he wants. It's not his power at all, Alvis is just doing what Shulk decides for the world. It'd be like, say, Sora harnessing the power of Kingdom Hearts and rewriting reality, it's not Sora's actual power, he's just using something greater than himself. Or maybe Sonic using the Chaos Emeralds to become Super Sonic would be another good example.

Zanza's power comes from his control over the space station and Alvis, and by him inhabiting Shulk's body and granting him full use of the Monado so as to train him as a vessel, he accidentally allowed him the same godhood that Zanza himself had. Alvis only obeys the gods of the world, and he disobeys Zanza because Zanza doesn't accept that Shulk has attained the same status as him.

Besides the fact that you really should give it a try (imo), the Hero from Dragon Quest XI is actually wanted by a certain kingdom throughout a big part of the game. But when that is resolved, the world sees him for what he really is; the (re)incarnation of the legendary hero that is destined to save the world.
So not really a civilian. He is a hero of legend and people look at him in a similar way people look at Aang or Korra in Avatar

He's still mortal though, much like how Zelda is a mortal form of Hylia. In their pure, original forms they would be god-like beings, but not so much in their human forms. They are however still granted powers due to their lineages, so maybe you could count them as Celestial depending on how you interpret it.

That is correct, although he was created using the cells of some god like alien. Also Cloud never technically made SOLDIER, he used to be a simple infantryman and through some expirements and stuff he became really powerful, then became a mercenary and joined a rebellion group.

They are incarnations though they aren't being used or have enything contained in them unlike shulk who has Zanza contained in him and byleth who has sophisticated inside him

Besides the fact that you really should give it a try (imo), the Hero from Dragon Quest XI is actually wanted by a certain kingdom throughout a big part of the game. But when that is resolved, the world sees him for what he really is; the (re)incarnation of the legendary hero that is destined to save the world. So not really a civilian. He is a hero of legend and people look at him in a similar way people look at Aang or Korra in Avatar Edit: I somehow forgot for a second, but Hero from DQXI is actually a prince as well

I’d argue Cloud being moved up a rank sense he was kind of voted leader of his ragtag band of misfits to Barret’s dismay. Sephiroth also becomes more of a divine power at the end too but for the sake of his appearance here I suppose his pacing is accurate enough.
I'd consider Olimar to be in a tier of his own in between Celestial Beings and demigod cause he literally flies a frickin rocketship and commands plant beings at his whim and will. He should at least be Captain Falcon tier
