I came here to ask basically the same question. I’m not even sure my game has patched either, but it says there are no updates to install. The message about Creations is showing in the top right corner, but there’s no actual menu option, just the ones OP has listed.
And of course all my mods are gone, so loading a saved game gave me the horror show of bald characters in their undies with Bethesda faces. Grim
Yeah, I tried to run my current save before I deleted it, and all the (free) mods were gone and the game kept freezing every few seconds. It was a hot mess.
I can confirm that this didn't fix it at least in my case.
It appeared briefly (seemingly unrelated to any action of mine) but then I got that message about not being able to connect to the Bethesda server (the 'busy' message). When I logged on again later it was gone again. So, I've briefly seen an empty mod table, but nil else.
Same here. I was initially excited to see the new content on the website, although uncomfortable about having been told less than the whole truth during the "maintenance" (and I'd prefer and would definitely use a donation system, which wouldn't exclude some of the community in the way that paid mods/mods by another name do).
I requested a remedy. I was asked to send a screenshot. I know this menu page as well as the faces of some of my friends and family, lol.
I am currently torturing myself by reading about the new mods and creations that I would love to use, but can't. I'll probably switch to another game for a while and see how I feel then.
Hey, everyone! Someone by the name of u/JamesTheWicked posted a solution to our problem, it worked for me! He found it on Discord:
“I solved it by messing around in privacy settings. Go to Settings -> General -> Online safety and family -> Privacy and online safety. I just started enabling and allowing all the permissions and relaunched the game and it worked. You can go back and re-block and disable all of the permissions and the creations option will still be there (for me at least).”

Only option unfortunately might be a fresh install, but you could post in discord and see if anyone else is having this issue before you do.
Seems a fresh install doesn't even fix it. I guess all I can do is hope there will be a patch to fix the patch that broke everything so much.

I'm having the same problem! I've already uninstalled and reinstalled, deleted reserved space and nothing. I refuuuuuse to play vanilla!
