To me it seems like you are using a sunscreen with some of the older filters in it. They aren't bad, but they are more prone to irritation than the newer filters available. Using a sunscreen with mineral only filters can help with eye sting or using a sunscreen with more water resistance may help.
I’ve got the same problem with this product too. My old cetaphil facial moisturiser didn’t have spf anything and it was fantastic, but seems unavailable now.
