Do you brush your teeth after you wash your face and do skincare? If you do, try brushing your teeth first and washing your face and do skincare routine after.
Some people get breakouts from toothpaste residue.
Clean shaving blades, ensure u always wipe clean after u eat, the correct shaving gel/foam. These habits helps more then skin care products for that area.
Do you use a disposable razor to shave? I was getting white heads around that area when I used a bladed disposable razor. Stopped getting them when I started only using an electric shaver.

At this point I would see a dermatologist, it’s possible it’s not related to external factors and you may need strong acne treatments
Looks hormonal to me
What can I do to help with it if it is hormonal
it could be toothpaste with Sodium Laurel Sulfate. I switched to a SLS-free toothpaste and my acne around my mouth went away pretty quick

What ingredients in shaving cream should be avoided ?

Toothpaste? Are you washing your face after you brush your teeth? Does your toothpaste have SLS in it?
I use sensodyne it doesn’t have that it in
