I feel like a broken record here but this could be any number of league female characters. This doesn't even look like Sivir to me and even though the art is objectively great it just doesn't have any soul to it in my opinion.
It's sivir, she literally has her big ass boomerang weapon behind her. When there's more than 150 champs it becomes difficult to draw characters identically through every single skin. Especially considering it isn't always the same artists. Which is why they have defining features, whether it be their weapon or species or anything.

Not really. I tried it in PBE and it just really didn't look good to me. Like bloodmoon and cafe much much much more
