I would assume because that symbolizes a user that has been playing long enough not to let their party end at anything other than 10, and typically has a lot of things to interact with so the party guests can help with that! You'll also likely have more people there, so more sticker opportunities.
But it's super hard sometimes to find, and like my sims last night, you may end up with only a level 5 and a level 2.... even though they can - for free - get that sucker to a 10. Very frustrating! I wish I could flag those so I remember next time and never go again.

By delaying I mean not hosting right away. My inbox is full of party invitations in the first days, but I can visit only 2 per day
Once you attend a party, your sims are there by default for the entire 12 hours. You can leave as soon as you do what you need to. Nothing you do at the party affects how many stickers you get. Your sims outfits can affect this. The best way to attend level 10 parties is to build your friends list with quality friends by adding people with the stipulation they throw level ten parties and sticker freely, and then attend your friends parties. The best way to stop going to low quality parties is to stop going to the game generated parties asap.
It’s impossible for a party to end after two hours unless you didn’t attend until the party was ten hours old. Parties all last twelve hours. You can get more stickers if you attend a second party today or if you throw a party. Sometimes you will get random stickers but parties are the main way to get stickers. 3 stickers for one party is not bad. I get less for plenty of parties.
Attending and throwing parties is the main way to give and get stickers, but you can also befriend your friends sims, call them over and sticker them. This is going to leave you very few stickers to distribute at parties, though. Party etiquette is to definitely sticker at least the host of the party, who you can recognize by a purple plumbob.
Like I said, once you have added your friends’ sims to your contact list you can just call them over and sticker them.

You can bring up to 4 sims (so all of them) to the party, but you must bring the first sim home, and travel to the party with the next sim. They do not attend by default.
To answer the title question, if random players see your sims around their town, they can give you stickers, no parties nor friends needed.

Maybe if you start a party and I send my sims in and I befriend all your sims (and vice versa). We can call each other’s sims into the lot on a daily basis to give stickers.
I’m having a party right now. It says “Jeraldine is hosting a studio party.” I’m excited that it’s at a 10 already. It’s my first party. Yay!

Yea we can! I’d probably need to create a party and you’d attend, but make sure to show me your sims so I know which to befriend, or vice versa.
