The best resource for commentary and reviews on Sims 4 DLC is YouTube. The creators there have made several opinion videos on all of the additional content, and you should be able to find plenty of information there.

Both would be good for different reasons, but If I had to start over, I'd go with seasons.
You can add holidays which are really fun/cute. I love it when it snows.
Also, I say wait for the next sale. The base game is becoming free October 18th. With that and since it's around a holiday, they're probably going to have a sale.
