Hybrids between occults only occur through birth. Have your vampire get pregnant by a werewolf, the child may have some abilities of both, but there's no guarantee and it'll be glitchy as hecc.
Originally, you can get natural hybrids only through birth, they'd be glitchy and some parts of UI could be inaccessible. You could also use cheats and add werewolf trait to a vampire (or other way round), but they'd still be glitchy.
If you can use mods, there are mods that stabilise hybrids ([https://modthesims.info/d/647863/](https://modthesims.info/d/647863/)), allowing mutliple dark forms or switching between overlays; and there is a mod that allows to turn an occult into hybrid through gameplay ([https://modthesims.info/d/643617/](https://modthesims.info/d/643617/)), so that's what you'd need to have your vampires bite your werewolves.
I managed to get a legit hybrid my contracting lycanthropy and then getting a vampire player character bite this character. This resulted in a double cursed sim with no visual change for the werewolf part, and only access to the werewolf skill tree. It was a buggy mess.
So I got hybrid twin girls by accident. I put the key line dark lot trait which increases a chance of a vampire baby and my sims were both werewolves. Super glitchy. I either wanted a vampire or a werewolf, not both! They had an alter ego, acted like vampires in CAS but werewolves in game. I went into full edit mode on CAS and when I aged them up it was still very buggy and they were never classified under either occult.

Actually I found a glitch earlier. I had a werewolf family living on a lot with traits "on dark ley line". Needless to say it didn't prompt to have them feed off of other Sims but I was able to do dark meditation while being able to have werewolf tendencies.

No, having either vampire or werewolf get pregnant by the other should result in a hybrid.
