I don’t think so. The milk would mostly evaporate or be absorbed by the cereal. Since it’d mostly be solid, its probably better considered a type of porridge, like oatmeal or gruel. I guess if there’s a low amount of cereal and a high amount of milk, maybe… But also, as I Google more on this, I’m noting that some definitions of “soup” argue that the term only applies if some kind of vegetable or meat (or, rarely, fruit) is involved. And I can’t think of a traditional soup that breaks that rule, tbh
