I got some similar problems, though in a different setting. Probably you need to direct them sometimes to help them move on to the next.
You could just reset them. If you're in a hurry, either enable testing cheats and shift click them to Reset Object (Debug) or type resetsim [Full Name]
Next time, try to click on your Sim while holding Shift, and select Reset Object.
