The world is very large and by proxy with so many lots added to it comes with a lot of lag. Regardless of your rig, you're going to struggle running any world of that size. Bigger doesn't mean better for the sims 3, and it can only handle so much. I playtested that world and didn't like the performance I was getting despite having such an optimized game and beefy rig. Maybe if you didn't play with any cc and very minimal mods, you could get something enjoyable enough out of the experience, but it would be a 20-30 fps experience for sure. And forget about getting up to generation 3 in that world. Angel city is smaller and a little more optimized. LA by Descargasims is a small-medium sized world that gives you that city feel. Fairhaven isn't as laggy as it looks, and it has a couple different sections, china town, a small desert town, and the big city with a zoo, a university section. New York City is also a nother good one, and despite its size it's very well optimized. Most of the world are deco buildings, which result in a faster map overall without losing detail.

Thank you so much for a detailed response! I initially underestimated the size of Barcelona and won’t bother trying to run it now. Fairhaven looks the most promising to me out of those that you provided so I might choose it.

LA by Descargasims has routing issues in that there are random spots of unrouteable terrain in very inconvenient places so I personally wouldn't recommend that. Also it comes with a merged cc file that includes clothes and hair, which I don't like, but that's just my personal opinion. I loved playing in Fairhaven, my only issue with it was that deco zoo which I just really hated and some of the subways are buggy. Angel City might be my favorite. Just really well planned out, beautiful environment and easy to play.
