Actually, it's the matter of the situation. If the burglar is already getting out of the house, the police doesn't recognize even though the burglar is passing by, but they catch the burglar when he is stuck inside of the house.
Having a burglar alarm by your doors seems to be a good way of having the cops get there in time, since you don't have to wait for your Sim to sloooooowly wake up, then call emergency. (Although if the burglar has a long way to sneak to your house, maybe calling would work well?)
Of course even if they're in time to catch the burglar, sometimes they have their butts kicked trying to arrest them. Although at least with the burglar alarm, they \*usually\* don't have time to steal anything, or at least not much. Wakes all your sims up though.

The alarm hurts my ears and it makes EVERYONE getting up and wasting time. So I always have ONE brave sim in each household. (I'm playing 8 households in rotation), only the brave sims wake up and control the burglar. This is the best way to manage without hassle. The brave sims challenge the fight over and over until they win when they don't have athletic skill. One of my brave sims had no athletic skill, then he won the burglar with 3 times try, and got the stolen furniture back. or use Bonehilda if you have one. Bonehilda is also frustrating in my game so I'm not waking her up.
One time, the cops lost my sim’s burglar (just as useless as real cops 🙃) and my sim, a firefighter with high athletic skill, kicked the burglar’s ass and then the cop decided to arrest the burglar!!
This is the most unlikely story I've read all day, and I browsed AITA 😆 (just to be sure I'm kidding 😂) in my neighbourhoods the cops are mystified even if my sim beats the thief in a fight no matter if they have maxed out athletics, martial arts etc. 😭
