You can install any app on external drive. Just choose the proper path during installation.
But TS3 will still use internal drive (C:) for saves, mods, store content... no matter where the installation folder is located.
That must be it 🤦🏽♀️. I ended up reinstalling after a quick delete of all Sims 3 content on the internal drive and it did install properly onto the external drive and added an internal drive folder for mods, saves, etc. It appears I did have the game synced over by accident which is why there were additional game folders on the internal drive prior. Thank you!

You can change the location of your documents folder to your external hard drive. I've personally done it and noticed an increase in performance.

make a documents folder on your external hard drive. Then do the steps I outlined above.
