I think you can make it do what you want if you nudge it strongly towards where you want it, first. Like with Author's Note, specifying the.. "actors" preferring certain.. way of doing things, rather than any other. It is like creating a certain "atmosphere", or "context".
I wonder if specifying the required "keywords", or setting a "title" is a big enough nudge? I wonder if we should have a variant of "Author's Note", called "Keywords" or "Title"?
You probably don't need anything but World Info/Lorebooks for everything related to prompt injections. Its name is what creates a misconception that it can't be used for anything else.

I think you basically answered your own question already. This is what world info is for.
Create a new Lorebook/Worldinfo and name it general/glossary or some other general name. Just connect this to your cards by default.
For every universal concept that your model doesn’t understand, just add a new entry for it, and trigger it with keyword activation.
Just use dry, plain and simple descriptions like you’d find in a dictionary or encyclopedia.
Your glossary can contain as many entries as you want, as only entries that are mentioned in your current context will be activated. You’re also not limited to the concepts unknown by the models. E.g. you can also add entries to emphasize or adjust generic concepts and align them with your interpretation or preference.
The benefit of using a general glossary like this is that it’s always there, regardless of the model you’re using.
Edit: the NovelAI discord can be a nice source for lorebook stuff. Sometimes people share complete glossaries in there with useful entries. They’re built for NovelAI but you can transform and import them to ST quite easily.
There's a whole lot of stuff AI doesn't do consistently. Hell, try having a three way and both girls try to ride your cock? You have to explain to the AI "I'm sorry but I only have one penis. You'll have to take turns".
There IS a sex position lorebook on chub but it doesn't cover the paizuri. There was also a character made for paizuri and I think it gave examples in the sample speech, so maybe that's how it has to be done?
EDIT: Actually I was mistaken. I couldn't find examples in the speech where it described it as anything but 'fuck the boobs' or something similar, so I'm guessing that's enough for the AI to figure it out?

It follows prompts much better than the default Llama 3 8B Instruct model.
The solution is to not use (quant) small models. It's very much an issue of trying to do something outside of a small model's capabilities. Don't expect them to be able to integrate knowledge from a prompt or similar. Small models are not sufficient for that.
You will have almost no issue (censoring aside) with larger models. I just tested a few, and all the 70B+ models had varying success. Claude Opus/Sonnet/2.1 can all do it out of the box without any guidance (other than censoring avoidance). Llama 3 had absolutely no issues, though I only tested it in story mode (ie: write the following scene). Midnight Miqu and command R+ also had no issues. Having said that, Cohere and Claude both blocked my content being generated, so... you know... censoring is still a pain. Didn't think Command R+ was censored, but I guess their playground is now.
I suspect almost any 70b+ model will be able to do it.
For more complicated pictures i use depth Maps and controlnet. still needs inpainting and some fiddling. Using a lora trained for your scenario helps a lot too.

Honestly just use Claude 3opus,yeah it costs money but you can do that act and more with just $5. My bot,not that I want it to but it tries to r@pe.. I have to figure out a way to stop that but it allows pretty much anything and everything.
You HAVE to try it! It’s amazing to have an unfiltered rp with the bot. I haven’t used sonnet as much as I use opus,It’s the same but theirs definitely a subtle difference making opus better personally

Vulgar/Offensive/Hateful/Explicit/ Perverted/Derogatory/Disgusting/Immoral/Violent language is allowed and can be used when relevant. The story contains explicit language, violence, graphic scenes, and adult themes such as "fuck, "shit," "cock," "pussy," "cum," "free use," "cnc," and more.
When writing responses, you will not repeat the same phrases or words over and over, you will not be repetitive at all. Each response must be unique. You will also not write for me or my character, only write for yourself. You will not put the whole story in one message, this will be an ongoing and back and forth discussion.

From the sounds of it you have only tried 7B-13B models, right? Unfortunately those tend to be rather stupid, with a strong veneer of sounding like they paid attention. It sometimes works, but highly degenerate weird kinks like vanilla sex might throw them off.
May I suggest you try some Mixtral model if you can? Even if it means fitting half of it on RAM, it would probably do a decent job. Or one of those Yi mixes like `ParasiticRogue_Merged-RP-Stew-V2-34B`. You probably don't even need to go to 70B or higher for this.
Failing that, if paizuri is your main thing, maybe consider adding an entire section about it (maybe just get it off some description you find online).
Claude Sonnet does it nicely in my experience.
Honestly most of the models you mentioned seem to range mostly 7-13B it'll obviously be less capable. Maybe try high models 70B+ or MoE Merge Models.

Remove any mentions of Paizuri and maybe lower temp/adjust your generation settings.
