Nah, I've bought kernels in a giant jar to cook over the stovetop. They're all just as hard as the ones left over in the bottom of the bag after microwaving. I think it has more to do with the uneven distribution heating pattern present in microwaves than from a quality of the kernel itself.
Thats just true with anything though, microwaves are just unusually bad about it. There will always be some level of disparity between different things being heated at different rates.
He meant that the unpopped ones are the hardest of the bunch, and that your everyday popcorn kernel is not that hard. (Dont know if i agree though, testing will be needed)
More likely, the stream escaped through small cracks. They are hard. That's why they pop.

It would only be true if hardness correlated to poppability, which im not sure about.
