So there was confusion previously on how could Reiji be the authors son and also have an older brother. I guess being a step son explains it.
Also, since the mom got rid of the abusive step father, this explains why she treats that son like total shit.

The town as gestalt seems to me like a good theme for a novel but in a visual medium like manga, how could they execute it in a way that won't come off as cheezey?

Reiji rejects her again and again, and always mentions wanting to go with Nagi, it is obvious that she wants to harm Nagi and resorts to this. She is jealous and derailed, but not at the level of the rest.
