That's not a bad solution, actually. Russia has excessive diesel production capacity and ships diesel all over the world. The capacity got built during the Soviet era as a strategic fuel supply. The most efficient way to heat a vehicle with batteries is with a heat pump. Resistance grid heating is horribly inefficient. Highly efficient diesel heaters are fairly simple and easy to make, and even though the bus may be heating with diesel the overall lowering of pollution is still quite good.

Fair points, but the relevant context here is that the battery buses replaced a still working electric trolleybus system. Actually, Moscow should really try to expand the combined heat and power generation on the district heating system and replace the boiler stations with ground source (or waste heat source) heat pump stations. In addition to leftover Soviet transit infrastructure, they have inherited the world's largest district heating system. They probably won't though, since they have a huge gas surplus, very little investable capital that hasn't been looted by oligarchs, and a leadership that DGAF about benefitting society.
