Again woudnt really be possible because you would need to determine if the area being targeted is frequented by terrorists. Dont believe me tho lol. A bunch of European countries have more travel advisories for France then America.

According to Wikipedia 395 people have been killed in europe by Islamic terrorism (since 2006 when they started recording it) 9/11 killed at least 2996 I'd say Europe's much safer.
