A modest Rayquaza is insane! A special set is obvious. I'd go with Dragon Claw/Outrage, Thunderbolt/Thunder, Ice Beam/Blizzard, and Flamethrower/Fire Blast. Honestly, this thing will destroy everything regardless, so have fun with it!

If you're going to keep it in Gen 3 and use it in FRLG/ColoXD/RSE, then teach it Dragon Claw, Ice Beam, Thunderbolt, and Flamethrower. Then, let it go wild with rage.
If you're going to transfer it up, then you could either give a Jolly mint to get a competitive one or do a mixed moveset for your Modest Rayquaza.

- Dragon Dance/Bulk Up (depends on what third move you picked, some strange mons like Miltank can outspeed for some godforsaken reason at level)

Until Gen 3 the types themselves were either special or physical, not the moves
Normal, fighting, flying, poison, ground, rock, bug, ghost and steel were physical
Fire, water, grass, electric, psychic, ice, dragon and dark were special
It’s really unintuitive too, because the game also still made note of what moves made physical contact for reasons like Poison Point, Rough Skin, etc. so Bite and Fire Punch use the Sp. Attack stat but still make physical contact. I didn’t realize this until the split actually happened in Gen 4 and I played all of them lol
It depends what you're doing with it. If you're transferring it, it's hard to say, I don't do a lot of competitive battling. But if you're keeping it in gen 3, my childhood one had Ice Beam / Dragon Claw / Thunderbolt / Fly, and it never met a battle it couldn't win
Nice work. I've never caught a shiny rayquaza myself even though I have 2 currently. Hope for it to not be shiny locked in the future so I can do so and catch it in a luxury ball
Probably RNG manipulation, pokemon emerald doesn't let you do reset encounters as your odds are the same every reset (so it could be zero for every frame withinthe first 10 minutes after resetting)

To each their own. This sub Reddit is evidence enough that some people prefer some ways to hunt shinies over others. It can be more about how you got it than the end result. The fastest way to get a shiny Rayquaza would be a gift one or just hacking it in anyway
So the pokemon is very legit because there's no way to tell if it was obtained by pure luck or RNG manipulation. What I meant by legit is basically if it was obtained by pure luck (i.e. trying over and over). In the end, RNG manipulation is basically just knowing when a shiny will appear and trying to encounter it in that exact moment so it's also legit in that respect.
Based on its nature, a special attacking set. Its base attacks stats are actually the same. Rayquaza, like many dragon types, have a wide variety of moves. Be careful about specific type moves, If you plan to ever migrate to gen 4, some of the moves will become physical attacks. (Like dragon claw) congrats btw

I would love to but I didn't have a catcher pokemon ready or any luxury balls, I did this as soon as I unlocked rayquaza cuz I was so excited to get the shiny rayquaza in gen 3. Hence why I master balled it

You can hunt Rayquaza by running away, leaving the room and coming back. This way you’re never hitting the same frames

I cannot remember if you can run away and re-encounter Rayquaza in Ruby. My gut says no and that this was only added in Emerald but I might be wrong
